this is cute~ i love it!
i think this is made in MS paint, and i have an art program suggestion for evolving from MS paint. try Krita. its a free art program and its said to be very good. i have not used the program myself, but all of my animator friends use it and suggest it. if you do not like Krita, maybe try ArtRage Lite, the program i use. normal artrage is $80 a month, but Artrage Lite is completely free. if you need an art tablet, i suggest getting a wacom. i use one that only costed $100. artrage lite comes free with a wacom. hopefully this helps!~
